of wear balance reduction (1) The liquor manufacturing licensee shall submit to the Excise Officer monthly in the format specified by the Department the inventory shortfall of crown corks that are broken or damaged during pasteurization, packaging and storage in the warehouse and cannot be used in bottles.
(2) The details submitted under sub-rule (1) shall be checked by the Excise Officer within thirty days. If the amount shown by the bottle counter is less than the amount shown by the flowmeter after the bottle has been closed, it can be deducted up to a maximum of 1.5 percent and physical examination of broken or damaged wear during pasteurization, packaging and storage in the warehouse can give a maximum of two percent.
